Victoria "Tori" Devine-Banks (born Victoria Blake) is the daughter of Nico Blake. In 2024 when Victoria was 6 years old, she was adopted by Alistair Banks and his wife, who is later revealed to be Clare Devine.
In June 2018, Nico went into labour and gave birth on the floor of 5 Oakdale Drive, Flat 1, assisted by her mother Sienna Blake. The day after she was born, after overhearing Nico talking to Victoria about her plan to kill Peri Lomax, Sienna feared for Victoria's safety. Sienna secretly contacted Joel Dexter and begged him to take Victoria to the hospital, which Joel reluctantly agreed to. The same day, Nico was killed by Sienna is self-defence when Nico tried to murder Sienna after discovering she gave Victoria away. Sienna visited Victoria in the hospital, revealing to Joel that she's Nico's daughter and that she killed Nico, before handing herself into the police. Victoria was later taken into care.
Years later, Nico's father Dodger Savage managed to track down Victoria, but was unable to adopt her himself as he was working as an undercover police officer. Instead, he asked his cousin Dennis to do so. Victoria was placed in Dennis's care in May 2024, but whilst walking her home from school, Dennis was struck by a car in a hit-and-run. The car had been used in a robbery and the driver was arrested, but Dennis failed to show to attend a suspect line-up. Dodger went to check on him and found signs of a struggle, but no sign of Dennis and Victoria.
By April 2026, Victoria, now going by "Tori", had been adopted by detective Alistair Banks and his wife Clare Devine-Banks. Later on in May, Banks watched a video of Clare and Tori - taken from a hard drive belonging to the late Tommy Odenkirk - where Tori spoke about Dennis during her therapy session.
In June 2026, Grace Black decided it would be for the best if Tori was taken back to the Blake family where she immediately recognized Dodger Savage. However, whilst she has been staying with the Blakes, Tori isn’t adjusting as well as everyone expected.
